Building a *cheap* shade cover for my potted herbs

I have a full sun deck above our garage. Everything I've tried to grow here (herbs/tomatoes) has failed and I fear one of the bigger problems (I have had several!) is that it gets really hot up there and I need a shade solution for the hotter days.

It's not always hot/full sun, due to the marine layer that gives us some foggy days, so I need (I think) a movable shade option. And cheapÂdid I mention cheap? ; )

So in my mind, I'm thinking about a strip of lattice on top of legs with wheels that could be rolled to cover my plant rack, or rolled out of the way on overcast days.

Like maybe a clothes rack-type thing on top of which I could put a length of lattice?

My plant rack is a 5' x 5' x 12" metal rack (think bookshelf size).

Any other ideas?
