Looks "A LITTLE" like cut bees work. Cut Bees are a smallish gray color which remove roundish chunks of the petal for it's nest. Regardless if this is or is not a cut bee, use a Neem Oil spray which can be purchased in most garden centers.

I'm nearly certain that this is the work of those pesky earwigs, but I would agree that Neem oil would be a good product to use.

Earwigs cut little irregular holes and notches in leaves, which can unite, making those long channel-like holes.
