Pebbles might be Mexican Pebbles?
We just put in polished ones but they were not as Blue as these appear. Perhaps print the pic and show to local Landscape rock place?

I would like to know what these blue pebbles are and where you can get them.

I've found them in bags in the landscaping department of home depot, they're black when wet
