Of course all wiring, power and signal sources and controls should be done while the walls are "open".

Is your question which trade (electrician or home theater installer) should do the work?

In my experience, the right trade to do the work depends on the complexity of your installation and the experience of the various trades. If you situation is simple, and you can describe what you want to the electrician, s/he can do it as a part of their other work. On the other hand, if you have a complex, mulit-room installation, I'd opt for the experienced home theater specialist.

Our electrician installed coaxial and cat5 to the locations we specified during the electrical walk-through. At the time we were building I didn't know which cable provider we would use. We used to have TWC and switched to U-verse a few years ago. There were no problems with the wiring; both companies had what they needed.

I've never heard of a cable provider installing wiring behind the walls. In my experience they come in after all is done and hook up the necessary components. If you find out what AT&T requires your electrician should be able to handle it, IMHO.

I've had a couple of electricians comment that they haven't quoted for phone and cable hookup as we didn't provide specs. We don't have a home phone, and DH will be wiring the entertainment and data himself. He has unusual requirements, so it's easier and cheaper for him to do it rather than try to communicate it and pay the "crazy tech guy" upcharge.

But it does seem to be normal for the electrician to take care of it.
