You need to remove the tile, grout, setting bed, and backerboard/mudbed.

It is structurally unstable with cracks.

Cracks means movement somehwere in its support structure.

Before you install new tile, make sure the situation causing the movement is taken care of.

Tear out the tiles, buy some cement and self leveler to fill any holes that bust out of the mudbed, Screed it out flat, and let it cure and ry out. Fill any shrinkage from dehydration, with another screed. and let that cure out and dry thoroughly, then lay laminate.
