These drapes were custom made for this home at Wigger here in Edmonton, Alberta. Partial rods were hung very close to the ceiling, and because the drapes are pleated, sliding wire hooks were inserted into slots in the drapes about 2" from the top. This brings the tops of the drapes to almost skim the ceiling.
