Attaching a patio cover ledger to a frame stucco wall

I'm going to be building a porch cover and I am getting different opinions about attaching a ledger to a frame stucco wall. The ledger will be attached with 1/2 x 5 lag bolts on 16" centers. I've read that the correct way to do this is to remove the stucco and attached the ledger directly to the wood framing. I guy in the local building permit office also told me this is the right way to do it, but he did not say it would fail inspection (I didn't ask). I have seen many homes where it was bolted through the stucco. I have spoken to a builder about doing the job, and and I also have friend who is a licensed builder, and they both said they never remove the stucco when attaching a ledger. I've read that this is required by the IRC. So what's the real story on this? What are people actually doing and what is happening at permitting and inspection?
