It's a tea table or a breakfast table and they are usually a little lower than a dining table. A variation with a drawer and and drop leaves is called a Pembroke table.

I have a similar table as well as layout, and have used a round antique claw foot table. If you're planning to use a table cover the bottom of the table doesn't matter, nor if it's antique. It's the same height as a dining table and have actually used it in front of the fireplace for a small dinner party, romantic as well as cozy. On a normal day it holds 3 large candle sticks, large flower arrangement, and a variety of family pictures.

Usually, especially with antique or semi antique ones, they are not as high as a dining table. My dining tables are 30 and slightly over 30, but my 1840s "breakfast table" and the largish tea tables I've seen tend to run around 27.5"+/- This makes it comfortable enough to use from a sofa or more lounge-y chair, and just tall enough to use with a dining chair.

I use two older tea-tables from the original Bombay Company for end tables ... very useful! .... My leather sofas have very tall arms -- and the taller tea tables seem to suit the height ...
