Is their a step down outside of the french doors or is it flush?

Is there a reason for creating the step and not making it flush? We are doing a similar project. Thanks!

There was about a foot between the floor and grade. Putting a step at the door threshold allowed us to just have one step down from the terrace to grade, instead of having two steps.
