What quality of repairs should the painters be doing?

I don't want to be overly picky, but I figured if the painters were going to repair pall imperfections before they paint that they would have done a better job. This spot on the wall was an accident on us. Builder told us to circle it with marker which I did. I probably could have repaired it better. Hell I don't know if they actually repaired anything.
