Hi, how can I fix brackets that are pulling out of the wall?

I recently drilled some holes and inserted plugs but o the bracket keeps falling forward when ever the rod is placed on the bracket. The hole is the right size and the plugs are not moving or coming out so can it be assumed it is because of weak drywall. Is there a way to strengthen the bracket or should I be using fatter screws?
Please help.
