worms won't leave bottom tier of worm factory

I got a worm factory for Christmas. I had 5 gal bucket of horse manure and about 2,000 red wigglers that I had started in June that I thought was almost finished. I transferred the contents of the bucket to two tiers of the worm factory and set up a third tier with the coir, paper and pumice that came with the worm factory. The idea was that the worms in the bottom tier would migrate up as the finished the contents. I've been feeding as usual for the last 90 days but it looks like the worms in the bottom are not moving up at all. Any suggestions?

For clarification, did you start all the tiers at the same time?

Not sure IF Im understanding your situattion. I also have the worm factory and a homemade setup and there are always worms left in the bottom tray that dont move up but most at least 80% or more should have moved up. One other thing that can be done if Im understanding you correctly is move the bottom tray to the top and put a bright light over it and move the mix around so the worms will urged to move down, but if you leave that tray on top all night you will have defeated your purpose as more worms will move up from underneath ,, thats just the way it is.

Is there nothing to eat in the top tier? Did you wet the bedding? Mine moved up pretty easily when I added the second tray, even with no food. I had put it on to try to choke out some fruit flies, not figuring any worms would move up, and it had a bunch within a couple days.

Yes, I started the tiers at the same time and I've been feeding them weekly. I'm going to do as hummersteve suggests next weekend. Thanks.
