These are Lee Industries Lounge Chairs and yes! These chairs do swivel.

What material is on the swivel chairs? I need fade resistant fabric.

The fabric is a cream textured herringbone from Duralee. Sunbrella fabrics or fabrics designed for indoor/outdoor use may provide a better fade resistant option.
