Carpenters and perfectionists: hardwood flooring before or after baseb

My carpenters have been hard at work installing doors and casing. However, I was surprised to find that they are already installing the baseboards, flush to the subfloor. They are leaving a gap between the subfloor and the door casing. I asked about it, and the head carpenter said it was the way he was trained, and that it was better that way. He said he could do a shoe molding but that he prefers a tight flooring install. He certainly knows a lot more about these matters than I, but I am paying a lot for high quality material and I am worried about install methods that are designed for the efficiency of getting crews in, out, and on to the next job and not for aesthetics. Photo is not from my house.
