Deck waterfall for highway noise reduction

Hello Experts - I need some help. I just built a 18x30 ft trex deck on the back of the house. Great addition but the highway noise is quite annoying. It is a sloped lot and the deck is suspended 9 feet off the ground. I am toying with designing an eco friendly waterfall where I will dig a hole and place a 55 gallon drum in the ground and then run pvc from the gutter to keep full. I would submerge a pump in the bottom of the barrel and run pvc up the post to the waterfall structure, and of course have pvc drain return. is there any DIY design out there to build the waterfall with plywood, cement and cultured stone or tile? don't want it to take up too much of the deck but also don't want water uncontrollably splashing out on to the deck. Also what size pump would be needed? of course I want it to look cool but I am really wanting to create water noise to reduce highway noise. Any ideas would be awesome - thanks!
