Painted wallpaper mess

Years ago I asked a family member to remove the wallpaper from my bathroom and paint the walls. They did not get all the paper off leaving big globs of paper and then they painted over it. Worst paint job ever! It looks like adobe walls.I am getting my house ready to sell and I cannot ignore this mess anymore. Can I sand the wall to make it smooth or must I replace the sheet rock?
