Last summer I pulled a tropical milkweed plant out of the ground by the stem, cut the stem to about six inches, replanted what was left and it came back stronger than ever. Probably not the best method, but I have quite a few TM plants, so I used the lazy way and it worked.

Tropical Milkweed is grown as an annual in your (and my) growing zones. Start some seed inside and once the weather warms up, put it outside and it will take off. Tropical Milkweed (Asclepias curassavica) needs warmth and it will grow well in pots or in ground. If in pots, you can try to bring in before the first fall frost and keep it alive through the winter if you want. Then take cuttings, which will provide larger plants more quickly than growing from seed. Or take your cuttings in the fall before frost hits and pot them up for the following spring. They root quite easily from stems.

I agree. You should have no trouble transplanting the Tropical Milkweed in the spring. Or, you could grow new plants from seed to put where ever you would like. I like to grow milkweed in pots, so when I am raising Monarch caterpillars, I can put them in an enclosure with live plants and not worry about predators or needing to replace the milkweed supplies quite as frequently. I have a little camping tent that I use just for raising Monarchs, and it works wonderfully.
