I would remove the outer leaves. Plant in african violet soil in a small container with drainage in the bottom. When putting it in small container, run a wick from the top down through the bottom. Place it on top of another covered container with a hole in the top and feed the wick through that. Fill the container with water. The wick will provide water to the plant. I have my plants in a southeast window where they receive morning sunlight here in Florida. You could even cut a plastic bottle to fit over your plant to form a green house effect for 3 - 6 months, till it starts putting out new shoots. I also do this with leaves and have had great success.
