What are the "rules" about having stairs in front of a window?

We are in the process of having a home custom built and have run into an issue with the placement of the front windows and how the stair winders block some of the window. The stairs are right against the wall and flow upstairs in somewhat of an L shape. Is it ok to block some of the window with stairs?
