Cellular Shades and Solar Shades can both accomplish your window treatment goals.

Try a Light Filtering Cellular Shade to block heat during the day but still allow sunlight to filter in, and also provide privacy at night.

All Solar Shades will allow light to filter in during the day and reduce glare and damaging UV rays. If you choose a tighter weave for Solar Shades, such as our 1% weave that blocks 99% of UV rays, they can also provide a bit of added privacy.

I would recommend you go with the cellular shades for your windows. The right fabric will let light in and help with insulation. You can even get them in top-down bottom-up to allow you to lower the top of the shade and let light in that way.
An alternative to cellular would be to go with shutters. They would be more expensive, but would give you better insulation and better light control. You would just open the louvers to let in the light.

Joe, coincidently, I found something at JCPenney that might work, but it doesn't come in the size I need. Do the shutters in your photo insulate or reflect the heat? Shutters are the best option for insulation on your windows. When the louvers are closed it is the best at keeping the light and heat out. To see out you just open the louvers and by having it on a split tilt you can open just the top or bottom of the shutter.
As far as JCPenney goes, if what you found isn't available in the size you need; blinds and shades have custom sizing available in most options and draperies have custom draperies available through our Custom Decorating department.

Stay away from big box stores when it comes to window treatments. You will want to find a licensed dealer. You will get a better price and they will take accurate measurements of your windows. Most window treatments are made when ordered ensuring you the best fit.
