New beautiful brick stairs - But is it code compliant? See picture.

Had mason install new outdoor stairs NJ and paid. One month later, different contractor came (door installer) and told me stairs don't look to be code compliant - treads too short. I measured and found 7 5/8-inch risers and 9 inch treads. The tread depth was measured
horizontally between the vertical planes of the foremost projection of adjacent treads and at a right angle to the tread's
leading edge. The riser was measured vertically
between leading edges of the adjacent treads.

Can I sell my house with these stairs? (I know I need to add railings) Or are they a code violation and must be torn down? Any recourse from the builder?
