You can replace your ceiling fixture with something like this to light the shelves and paint any color you love.

If you don't need the shelves for all those books, I would edit them down to a smaller, less heavy collection, intersperse some empty space and perhaps some objects. Shiny things, glass and mirror will help reflect light. I like the pin point lighting idea of the previous poster.
