Kitasei, something seems not right. Before he covered any outlets, he should've discussed it clearly with you (and, if applicable, an electrician sub-contractor), so that everyone involved, in particular yourself, are on the same page... :-\

I just looked up how to move an outlet and now I'm even more alarmed. Covering outlets without killing them violates all safety codes. And now I have no confidence in what he's done with any of the outlets - or what he will do to address the problem. It seems a job for an electrician, not the GC's crew, doesn't it?

kitasei, In California a GC can do the entire list of other trades work as long as that is only a portion of the work on the job. They cannot, for instance, install a new electrical service and panel as the only work performed on the job. That is not the real problem. Your contractor and his crew should have known that covering electrical junction boxes so that they are inaccessible is against the code. He needs to get them uncovered. It is OK to have a box in a cabinet or in a set of shelves..inconvenient, but legal. The half covered boxes will need to be moved and your contractor will need to make it right. Has he talked about final inspection yet? The issues with your outlets will need to be addressed prior to that.

thanks..wish an inspector could be the hard guy, but this was a simple remodeling that didn't require a permit. I have lost faith in this contractor for a number of reasons, so I think I will need to rely on an electrician I do trust to make sure it is right. Ugh. Sounds like an unpleasant fight. Wish I knew how to handle these situations better.

I would also check with the electrical inspection agency for you area. If that work was done where I am he would have needed a permit. If its a safety issue your contractor doesn't have a leg to stand on.
