Looks like parsnip, so not a foreign weed. Do watch out for the sap though, it is a known phytotoxin...after contact AND exposure to sunlight, causes the skin to burn and blister. Even worse if you happen to get it in your eyes.

Its Alexanders. Smyrnium olusatrum. A Mediterranean plant introduced to the British Isles as a vegetable by the Romans. Very common especially near the sea. Alexanders
