I have heard various tricks:

-Chop an onion or two and leave bowls of it around to absorb odor.

-Bowls of coffee grounds (unused) left out with the same result as above.

-Tea tree oil shaken with water and spritzed on.

-We've had some success with leaving wood exposed to the elements for a year or so. Not for the faint of heart, the time constrained, or those naturally opposed to clutter of any kind ;)

If it's cigarette smell, that's not coming out, sorry. Kilz and paint are your options there.

Has it been treated for fungus and insects already?

Where did you get this? Why does it have a smell?? Is it just the top boards or through out ??

HI -- Try this before any dramatic measures ---- cover with a layer of newspaper , then sprinkle a lot of baking soda and Borax on the news paper and let sit for a while . you could also try some charcoal with it , but charcoal is very messy . Keep checking for the odor and if this works then the used materials ( papers and powders ) can go into the garden .
