German Smear or Limewash on brick?

Was wondering how the brick turned out that way. Was it german smear mortar or painted limewash?
I am seeking a painter in the Gadsden Alabama area that can apply the limewash paint process to my exterior brick home.

Although it gives the look of German Smear or Limewash, it is actually just the brick and mortar that the homeowner picked out.
