It is a food disposal, also known as a garbage disposal.

Hi Shyanne, As Bill mentioned the mechanics are the plumbing drain lines and an Insinkerator Evolution Excel garbage Disposer. the other is a pull-out tray for those under-cabinet things that would otherwise be inaccessible once under the disposer or at the back of the cabinet. http://www.insinkerator.com/en-us/Household-Products/Garbage-Disposers/Evolution/Pages/Evolution-Excel.aspx
