Try a clumping bamboo like Fargesia - completely non-aggressive and quite shade tolerant.

Otherwise there are a zillion online listings of shade tolerant plants and an equal number that are considered deer resistant but appropriateness of either listing depends a lot on location. Pretty easy to meld the two together to come up with a suitable listing.

I out the second wall and the hill belongs to me. I put the wall to define the upper lawn and eliminate the hill connecting to the lawn area. I wanted to put the ornamental grass or bamboo behind the second wall I can still appreciate the beauty.

The wall itself IS A BORDER. It borders an upslope and that slope forms a backdrop. of the view. In the backdrop are numerous large boulders/rocks that seem attractive and add interest. Why would you want to plant anything in front of them that hides them? It seems like you should be getting rid of weeds and planting low enough groundcover type plants that nestle around the rocks and unify them into a clean, clear and strong artistic statement.

Agree with the others that a tall screen of plants would not be as attractive..it's like adding a privacy fence..it would feel "in your face" whereas now you have a view of natural beauty..low growing plants as Yardvaark suggested sounds pretty..

What kind of low growing deer resistant plants do you recommend? Are there any I can plant now by seed to come up throughtout the seasons?

Don't know much about growing from seeds..but I would suggest hellebores, ferns, epimediums and brunneras..
