What are the orange and black bugs in the bottom of the second picture? I have them each year on my Oxeye and don't know if they are beneficial or not.

Small Milkweed Bug, Lygaeus kalmii.

Having looked it up on the internet it seems that I might have "false" milkweed bugs. I still cannot determine if that is good or bad.

Oh, I should mention I don't have any milkweed on my property and they only seem to be on the Oxeye.

Bugs in the genus Lygaeus are very similar, but per bugguide, the ones in your image match L. kalmii, the small milkweed bug. Note the white edge near the end of the body.

The False Milkweed Bug, L. turcicus, apparently feeds only on Heliopsis (ox eye); the small milkweed bug feeds on a variety of plants.

Thanks. I need to find one to be sure, about the markings but I am prettty sure I have false milkbugs. I'm still unclear if they are a good bug or a bad bug.

They are mostly interested in the seeds. True bugs have sucking mouthparts, but unless you have a huge infestation, they probably won't kill the plant. They may get to the seeds, but if you don't want the seeds to spread everywhere, you can look at them as being beneficial.
