Can I recue these oniuons?

I planted some cipolini onions last year and forgot about them. They now have put out shoots and the bulb part rotted but they put out roots. Should I leave them? Will they develop bulbs? Or should I pull them out and start over?

    Probably not. They are programmed to seed the second year. If you use spring onions, they will do well. Harvest before flower stalks get large.
