Is it safe to use last year's grow bags left outside?

Last year I bought a 20 gal grow bag and four 5 gal ones for my tomatoes. When the growing season was over, I was unable to get the old tomato plants and potting mix out, so they were sitting there in the elements all winter. About 10 days ago I was finally able to clear them out (mostly) and bring them inside. They still have some old root debris and some green algae or moss or something like that. Is it safe to reuse them for tomatoes this year? Do they need to be treated with something? Or do I need to get new ones?
