In retrospect, once the lawn did not work last fall, the best thing you could have done was pray for lots and lots of weeds until fall of 2018. The weeds provide roots in the soil which loosens the soil and injects some organic matter. They can go a long way toward improving your soil.

The second thing was hiring someone to reseed in the summer. The best time to seed is in early fall, which would have been late August for you. After that then every day gets a little worse for reseeding. July is about the absolute worst time of the year to reseed because of the heat. Turf grasses need six months in the ground before they can withstand a hot summer. Secondary to heat is the rapid germination of crabgrass seed before your grass seed germinates. Many people see a lot of grass within a week and stop the frequent watering needed to sprout the real grass seed. Rye grass will sprout in a week, fescue in 2 weeks, and Kentucky bluegrass in 3 weeks. If you put all three of those down and stop watering after 2 weeks, you will not have much if any KBG come up. So here you are. It has only been a few days since the seed went down. If you know the mix of seeds, then with the info above you know how long you will need to water, daily, 3x per day, before you can start to back off. There should be no mud. When you water it should only be for a few minutes, say 5-15 depending on how much water your sprinklers put out. All you have to do is keep the seed moist, not soaking - not saturated. No mud!

In your case with a summer seeding, you will need to keep the new grass from dying in the heat. This might involve misting the new grass during the hottest part of the day. This is just to keep the surface of the soil slightly moist. The evaporation from the soil is what cools the roots.
