There are a good many different green leaf weepers but I am not aware of any that have a distinctly dark colored bark. If you can accommodate an upright tree, there are several cultivars that have a dark red or 'coral' bark with bright green leaves, however even that feature can fade with age and is most noticeable in winter when the tree is bare and the cold intensifies the bark coloring.

Or you could consider a maple that features unusual bark effects, like a paperbark maple (Acer griseum), a snakebark maple (numerous species) or a rough or pinebark maple (A. p. 'Nishiki Gawa' or 'Arakawa').

Not a weeping type but check out a Radiant Japanese Maple. It has a very pretty bark and leaves that are a green/whitish-cream/pink mix. I have one and love it. You're close enough to the nursery to go check it out.

Another might be his Daidai haru. Also a very pretty tree that I also have.

Also here's another idea, how about a lace leaf upright Waterfall? I have one that I picked out just because I wanted something with a curvy, twisting trunk and limbs. Eventually the limbs will droop and start downward but it looks really good and has a nice orange leaf color in the fall.

Not a great photo but maybe you can get some kind of idea from it.
