Is My Cactus Diseased? Damaged from Frost?

Hello, everyone!

I have had this San Pedro cactus for about a year. I brought it outside, but I left it outside too long. The weather was around 40 degrees Fahrenheit and quite wet. I noticed white paches around the base recently. Does my cactus have a fungus? Is it suffering from frost damage? How do I know it won't infect my other plants?

Your cactus isn’t a San Pedro/Echinopsis pachanoi it’s a Myrtillocactus geometrizans:).

I can’t tell what’s going on at the bottom of your cactus tbh. Is the cactus soft underneath that white stuff? Does the white stuff come off easy?

Interestingly enough, the cactus was not soft beneath the white stuff. However, the cactus was a dark brownish color beneath. The white stuff would come off with water, but unfortunately, it would come back once the cactus dried. I believe that it is a fungus because I noticed some similar symptoms on my other plants. Thank you all for your feedback!
