Is my Musa velutina going to bloom, or just giving up?

I bought a Musa velutina, I'm not sure when, probably 2-3 years ago. It does not get enough sun to make the plant happy, and there's no place in my tiny yard that gets more sun. So I pretty much assumed that the chances of it blooming/fruiting were low.

However, I'm noticing a "change". The most recent leaf is both much smaller and has more red coloration (first photo). Is this a sign that it will bloom soon, or just that it plans to terminate the current growth?

I'm 25 miles South of SF, Sunset zone 16, USDA zone 10 (no frost), plant from Annie's Annuals.
