I can't say I have ever sown nasella before ( just hoiked out a few seedlings from the abundant numbers of volunteers... but I have sown various other ornamental grasses - few of which seemed to require stratification (although I expect some would require a chilling period) so I have tended to sow them as and when you I get my hands on seeds. Personally, I would just sow these in a pot (or direct) in March?April (or whenever your soil emerges from winter freeze) as they may not appreciate spending a winter in a damp milkjug.

I have wintersown grass seed that required cold moist stratification (Cinna arundinacea and Tridens flavus). Also wintersowed Bouteloua curtipendula, which doesnt need cold moist stratification, and it grew fine and even put up seed stalks the first year.

Um, just noting your zone (5) where stipa tenuissisma might be a bit too tender. The similar stipa lessingiana is a bit hardier.
