Flooring Material: The Best for a Tight Budget

The structure is on a concrete slab. I've long been attracted to stained, polished concrete floors but need opinions from professionals and homeowners who've worked with it.

MUST BE: Low VOC, Waterproof (or water resistant); Durable; Cost-effective -
PREFER: Contemporary style; Neutral colors (even copper or bronze!) in light and dark; Continuous pattern (NO GROUT unless Spanish tile is a good choice
