With shoes it will get scuffed up, whether there's lining there or not. I wouldn't really worry about it but if you're really concerned look at regular dish shelf liner. The non-adhesive rubber kind is the best IMO since you can take it out and clean it if needed.

I found some really nice shelf lining at Walmart; it came on rolls with several colors and fun prints, and has a sort of rubbery feel; I used it to line kitchen shelves but it would work well for shoes too. It's called "Duck Smooth Top Easy Liner 20 In. x 6 Ft. Shelf Liner, Beige Granite" and comes in larger rolls and other colors.

The foamy grippy non-adhesive shelf liners can be washed and reused, which would be a good option for something you're putting shoes on. I use Duck brand, because of it's quality and cost, but there are others.
