Best way to heat a bonus room

We are building a new house and will have a bonus room over the 55 degree heated garage. It will be 400 square feet and will have an 8 foot high ceiling. All the walls will also be 8 feet high (no knee walls). We live in northern Minnesota so it can get very cold in the winter. I don't want wall heaters because I don't like the noise of the blowers. My husband does not want baseboard heaters because it limits furniture arrangements. I have found some cover heaters, and this option sounds good. As I understand it, they are essentially similar to baseboard heat (radiant heaters) but are mounted up near the ceiling and out of the way. My electrician has limited experience with them and didn't rave about them. I'm coming to this forum to get some opinions about them, personal experience, and advice. Ideally we'd like to be able to heat the bonus room to 70 degrees to be comfortable and I'm wondering if cove heaters can accomplish this effectively. Thank you in advance for your input!
