Annual vegetables seem to be a lot of work every year, and in the early part of the year, you don't have anything covering the fence. Plenty of non-toxic options for perennial vines. If you want veggies, that's one thing. If you want a fence covering, that's another.

Malabar spinach is a pretty vine. Need sun and lots of heat. Cucumbers can be trained up a fence and would be non-toxic if the doggies chew them. Mine LOVE cukes, but are not allowed to pick their own.

Well, gee, I mean, just ivy or something. Creeper? Maybe something with flowers. Trumpet vine, Hydrangea? Again, if covering the fence is most important, do something perennial, and that looks nice. If fruits and vegetables are important, that's another matter entirely, but a lot harder as a perennial. Berries, grapes?

I've never tried it but training fruit trees to grow 2-dimensional along a fence may work, in the spring, summer, and fall anyways. Growing on the south side of a fence is best, for just about anything really. Here's a video on how it's done...

Star Jasmine would cover the fence and smell really nice but this isn't a vegetable. You could tie cucumber vines to it and get some produce out of it too.
