Black Spots all over on Pear Tree (all of a sudden)?

My pear trees (2 yrs old) have been looking great. Waxy bright green leaves into last week. I've been treating with Copper up until last week. Last week, I treated with Neem Oil and Serenade. Also, just added a new layer of mulch. Now, I'm seeing this.

I also have 2 peach, 2 apple, 2 sweet cherry, 3 plum, right next to these and they are all doing great.

Help!

One possibility might be an outbreak of Pseudomonas blight? When we have lots of wet cool weather in spring I see it on lilac, pear, ect.

Do your tree a favor. Remove the weeds at its base.
