SoCal yard: We have the skeleton, how to begin filling in on a budget?

We recently removed the (drought-impacted) front lawn, added the new pathway/stairs to the front entrance and put in the path to the fire pit area. We also added a few trees and front fence hedge. Now we would like to begin filling in the spaces with drought tolerant/Mediterranean style plants. Possibly a few more fruit trees and we like the idea of some edible plantings, too. It's a big space, however, and we can't afford to do everything all at once. Any suggestions how to approach--a few plants all over or focus on one planting area at a time?
