Too shady for grass area... help!

I stand and stare at this area until my head hurts! It is between a fence and an above ground pool. It is the area between the black landscape edging in the photo. I have tried planting grass for shade several times, watered regularly, and after it initially grows, it inevitably dies and goes back to a mud patch. The dogs do run in this area sometimes, but they are not the reason grass won’t grow... it’s because of too much shade. So now I’m thinking about some stepping stones with pea gravel, maybe mulch it, groundcover, anything but dirt! Any ideas??
