What is this shrub on the grounds of the McNay Museum?

My son took these photos of a shrub on the ground of the McNay Art Museum. At first I thought it was Clematis drummondii commonly called "Old Man's Beard", wound around a wire cage to make it look like a shrub and I thought "How clever!" ...

But the leaves look like those of an agarita...

Anybody know what it is?
