Finally... we put in a pool but don't know how to plant on slope

We have a great landscape design but our pool surround is 18" above grade near the chain link fence. I would like to plant trees and grasses but how can I plant in a 3' gap between the pool deck and the chain link? It would be better if I could fill in the gap in a raised bed but afraid the weight will push the chain link over and it belongs to the city. On the side beside our neighbours I have a similar gap but we have a wood fence there so can plant against that either. Not sure how to fill this all in and be safe for my kids and the dog who will be walking around the decking.

shows the gap between the pool surround edge and the fence. It's an 18" drop that I could plant but don't know how to contain the dirt or make it level for safe passage down the back. (the finished pool as a water feature along this side that is 12" so you have to walk around it.
