Sores On My Neighbor's Dog

My neighbor's dog has broken skin in his lower back and tail area. I think the broken skin may actually come from the dog scratching and biting. They have two dogs but only this one is having the issue.

The obvious answer would be to consult a vet but my understanding is that this has been going on for a while and if they have not taken the dog to a vet yet then they are not in a position to do so.

My theory is worms or allergy. In the short-term, I think the itching should be treated by cleaning the area and then a diy itch reliever like a baking soda paste. The dogs have not been wormed in a while, so a deworming treatment is in order regardless.
