Is it legal to have a circuit breaker in a closet, behind a bathroom?

I have a Philly row home with limited space to renovate with. I am looking to build a bathroom outside of a closet that the main circuit breaker is located in. The only feasible way to do this would be by blocking the entrance to the existing closet, making it only accessible by walking through the bathroom. I know it is against code to have the panel in the bathroom, but would this technically qualify the current closet as "being in the bathroom?" They are two separate rooms, but I'm not sure how an inspector would view it.

Attached is a picture showing the proposed new bathroom, and the existing closet with the panel. Appreciate any insight into this!
