Is the city responsible for addressing high water pressure?

Sorry if this is a really dumb question, but I get my water from the city and was never aware until recently that I have high water pressure (95 psi). The house is 50 years old, and there is no pressure regulating valve. I hope the damage to my water pipes by now isn't substantial. Question: Because the pressure is above building code limit, should I expect my city to take any responsibility for this?
