Curious green caterpillar on fennel (NOT swallowtail!)

This guy was munching away on a pot of fennel this morning. I have black swallowtail caterpillars galore so I know what those look like. This is a new one ... the face seems actually transparent, as if it were a piece of cellophane. Green with these dark chevron markings. Definitely consuming fennel here in northwestern Connecticut. Any ideas? Friend or foe?
