New to Dahlia gardening, when and how to prepare for over wintering?

I have 2 beautiful Dahlia plants that we grew from bulbs this year. The one is very large with several stems growing out of the ground. The second is is also quite large but only has the one stem growing out of the ground. The first one has recently been damaged right at the ground from a recent storm In our area.

Question is, when and how are these supposed to be dug up and stores SUCCESSFULLY over the winter so they will grown again next year? Will the broken stems affect them growing next year? What exactly are “tubers”, and how do you dig them up and store them over the winter months?

Any help or suggestions are greatly appreciated!!
